There is, of course, nothing wrong with writing a very small game as a coding exercise. But why bother to release it into the IF-archive? Once you do that, the game becomes an object of public scrutiny, and people will download it hoping for a great game. Which your coding exercise will, obviously, not be.
Monza's Phantom is a coding exercise. It will take you all of thirty seconds to get through, with its single extremely easy puzzle. I don't know why the authors bothered to upload it to the archive; but I do know you shouldn't bother to download it.
